Some people say yes, for example to many people on their phones who don't pay attention to what's going on around them. Drivers in particular, distracted driving is far too dangerous. Or how about workplace conversations ... you are not paid to be on your phone, destroy candy or whatever other video games.
Being the need to communicate is also a glorified way of supporting cell phone use. Cell phone jammer should be legalized in public libraries, schools, colleges etc. (At least in classrooms) Vehicles should be equipped with cell phone jammers when the vehicle is in motion (kill switch automatically activated when an accident is detected when the vehicle is out of gear, etc.)
Some say no. For example, people will always have a need to communicate, even in most uncomfortable places. The legalization of cell phone whining will simply open up the ability for private businesses to decide whether they want people to be able to use their phones when visiting their facility. This would create a variety of problems.
Or they said Handy Jammer should only be used by law enforcement agencies and other bodies that may block cell phones for security, such as airports. Civilians could use cell phone jammers to isolate crime victims and prevent them from calling 911. Commercial interests could use cell phone jammers to force people to use phones.
