Although I know that using cell phones can help students learn more. But when students use cell phones to chat or browse social software in the classroom, I still can't stand it. I have heard that there is a device called a cell phone signal jammer which can interfere with the cell phone signals. Can I buy it and use it?

Cell phone jammer can effectively block cell phone signals. After turning on such devices, they can effectively block the surrounding signals of the mobile phone. Whether you can buy and use it depends on your country's policies. Today, most countries in Southeast Asia and parts of Europe allow educational institutions to use such equipment. North America is also trying to introduce such equipment.
